News has been received of the opening of cable communication with the Carolines. The cable was laid by a Netherlands and German syndioate, which contemplates its extension to New Britain, and ultimately to Queensland if the Commonwealth will grant landing rights. Up to the present tho Federal Government have declined the proposal. Statistics show that the population of the Commonwealth, exclusive of aborigines, is 3,948,376.
Melbourne, May 1. Sir George Turner will not seek re-elec-iion to tho next Federal Parliament.
In reference to the complaint of Sir Joseph Ward that New Zealand has been paying 16s per pound for the transmission of mail matter to London, the secretary of the Postal Department states that he is not aware what the charge was under the old contract with the P. and O. Company and Orient Company, but during a brief period when no contract existed New Zealand was only ohargod 2s. Under the new contract the rates of poundage would probably be 3s 6d.
