BULGARIA’S DECLARATION TO THE POWERS.

Owing to outrages by Greek and Servian bands, with tho alleged connivance and protection of Turks, Bulgaria has warned Austria-Hungary and Russia that her efforts in tho interests of peace are paralysed,and she will not be answerable for the consequences unless the two Powers protest the Bulgarian section of tho population.
St. Petersburg, April 26. M, Buliguine positively declares that he will reoogniso the principles of equality of races and oreeds at the forthcoming elections.
