Received 9.42 p.m., April 17. London, April 17. Mr Balfour- has written a reply to Mr Markham, member of the House of Commons, regarding M. Estournelle’a suggestion. He declared that Britain’s naval forces were necessary for national existence, and were kept solely for defence. It was for countries whereof this cannot bo said, or said to the same extent, to initiate suggestions for naval disarmament if they thiDk fit.
