Russians from Changtu and Fakumen aro rallying at Ohangchung, but there are 13,000 remaining at Fenghwa, and 3000 at Pamienoeng to check the Japanese advance. It is officially reported at Tokio that the Japanese on tho Fnsfann-Hailnng road, after defeating a Russian regiment of fantry and six sotnias of cavalry, with four guns, at Erhulo, eight miles northeast of Yingpan, occupied Tsangshio, twenty miles northeast of Yingpan-. The Russians fought every step, retreading to Hailnng, where there was a rearguard of twelve thousand. Admiral Roshdeatvenßky’s voyage northeast continues. Japanese newspapers declare that should the Baltic fleet stay at an Indo-Chinese port Japan will bo compelled to regard it a Russian naval base. France, China and Holland have been warned that breaches of neutrality are to Arable west of Singapore, but unendur able eastwards.

THE RUSSIAN LOAN. DOCKERS’ STRIKE.

Subscriptions falling short, bankers covered the deficit. They are now unloading, though the second half will shortly be floated. The dockers’ strike at Libau has stopped the shipment of grain.
