THE BUDGET. By Tolograph—Press Association—Copyright London, April 10. Tho Budget disclosed a surplus of £1,414,000. Tho toa duty is to bo reduced twoponco. Tho incomo tax is unchanged. In tho House of Commons Mr Crooks asked whether Mr Balfour would submit to tho coloniul conference a scheme of emigration. Mr Balfour replied that the time had hardly arrived to propose topics for a oonforonco.
AN UNSATISFACTORY YEAR,

The Budget states that tho past year was neither commercially nor industriously satisfactory, yet the steady recovery during the last few months realised revenue of £143,370,000. Tho expenditure was £141,956,000. The remarkable decline in the consumption of alcohol, attributed to inoroasiog temperance, is likely to leave a gap in the financial system, which must otherwise be filled. The income tax yielded millions over the estimate. It is regretted that the Burplus is insufficient to justify a penny reduction. The estimated revenue after allowing for the reduction in tea is £142,454,000, and tho expenditure after adding a million for fixed debt charge is £142,032,000. Surplus £422,000. The Budget is considered humdrum, safe, and non-contentions, not portending to early dissolution.

Monk Bretton, in the House of Lords, suggested it would be very advantageous if the Governors of autonomous colonies appointed Colonial Office officials on their staffs, and thus enable Downing Street to learn the aspirations of the colonies. He instanced the intensity.of feeling over the introduction of Chinese into tho Transvaal.
Tho Duke of Marlborough said the idea was impracticable and unnecessary, and it was impossible for it to be entertained. Lord Aberdoen, the Marquis of Ripon, and Lord Lansdowne concurred. The latter stated that the proposal was sure to be regarded with grave miegiyings in the colonies. i
