By Telegraph—Press Association—Copyright Received 10.57.p.m., March 23. London, March 23. In the House of Commons Mr Ainsworth’s motion was adopted by 254 votes to 200. The Opposition was in full strength. A number of Free Food Unionists voted with the Liberals. Other UnioniEts abstained from voting. Mr Balfour,, explaining, said he was tired of lending importance to opposition academic discussion.
The resolution moved by Mr Ainsworth was condemnatory of any general duty on foreigD manufactures. The Government had decided, as the matter was being raised by a private member on the private members’ evening, to leave the question to tho' free, unfettered discretion of the House. The fiscal reformers had deoided not to participate in the debate or division.

There was a spontaneous peace demonstration at Nevesky Prospect, St. Petersburg, 6900 shouting “ Stop the war 1 ” The police guarding tbe palacß of the Grand Duke Alexis, who is abroad, arrested a loiterer carrying a bomb.
