Received 12.20 a.m., March 24. St. Petersburg, March 23. There have been wild scenes at Kieff and other districts.
The peasants itccuso the authorities of disobeying tho Czar’s orders to sell them state domain at trbo absurd figure of thirty roubles per arpent. The supposed order embodies an apparently official document, which deceived some authorities until the higher officials intervened and summoned the troops to prevent peasants forcibly seizing the lands. Troops of Kutno and Oatrov, Government of Warsaw, fired, at the peasants, filling and wounding many. Latest reports indicate that the conflicts are very serious.
