London, March 20. Tho Standard’s correspondent at Kieff saw a private letter from a Russian general at the front, reoommonding peace and the transfer of tho Manchurian army to the Afghan frontier to make a serious attempt to invade India. The writer says : “All know that England is at the bottom of the present war, and a war in India would be popular with Russians, who would then forget their troubles.” He declares that the soldiers ar6 beginning to be permeated with socialistic doctrines, and if returned to Russia now would develop revolutionary ideas.
