LORD BELBORNE AS HIGH COMMISSIONER.
By Telegraph—Press Association—Copyright London, March 2. Lord Milner resigned owing to ill health. Ho leaves at tho end of Maroh. Lord Selborne succeeds him. The Paii Mall Gazette says that Lord Selborne’s appointment is a step forward in Imperial evolution. It is the first time in the Empire’s history that a Cabinet Minister has been offered a colonial appointment.
