PALTRY COMPENSATION TO MR HARPER.

Tho United States Government express rogret at refusing to allow Mr Harper, the New Zealand bank clerk, to laod at San Francisco, and deporting and imprisoning him on Sandwich Island. They paid him four hundred dollars as compensation.
