ARBITRATION

The Senate, by 59 to 9, amended the arbitration treaties, providing that whenever controversy proper for arbitration arose, a special treaty must be negotiated instead of a mere agreement of the Executive Governments. Senate must ratify the treaty before arbitration, Senators’ assent merely protecting their constitutional rights, not hostile to either thq principle of arbitration or any power, least of all England. President Roosevelt asserts that the amendment nullifies treaties. It would be useless to ratify them as the amended treaties would amount to a specific. pronouncement against the whole principle of the general arbitration treaty.
