Tho commission of enquiry into tho appointment of Captain Bird, harbormaster, found that ibo appointment was made on its merits. Thero was no ovidenco that lie paid or promised to pay any sum in consideration of receiving tho position. The commission also found that Captain Bird had shown an utter want of prudonco, amounting almost to recklessness, Binco his appointment. (In this case Captain Bird alleged that ho hud paid a prominent statesman, Sir William Lyno, a large sum for the appointment.)
