Tha British and Bussian statements of faoi regarding the Dogger Bank incident have been submitted to the Paris Commission. Both adhere to their stories. Tho Russians allege that they fared on two torpedo boats. When the fishing boats were noticed a flagship signalled the order to protect them, but the imperious duty of protecting tho battleships rendered it necessary to continue firing. Shortly after the torpedo boats withdrew and disappeared. Admiral Roshdestvensky explained that he felt it was absolutely necessary to continue the journey. Ucdor the circumstances he was entitled and Jbound to act as he did.
