Beooivod 8.88 a.ixi., Jan 9. Paris, Jan 9. The Eclair publishes an extraordinary story regarding tho evidence to be submitted to the International Commission regarding the North Sea outrage. It is stated that the Russian witnesses intend to testily that emissaries of the Japanese Government engaged dozens of Danish pilots to wreck the Baltio fleet; that Admiral Rozbjostvensky allowed them on board, but sent them below, and then Beleoted others. It is also stated that evidence will be given to the effect that the Japanese char- [ tered a number of email vessels and transformed them into torpedo boats, whiob mingled with the Hull fishing fleet.
