In the Transvaal Legislative Council sir George Farrar moved a resolution in favor of an experimental trial of ten thousand Chinese workers. He said he did not desire to supplant, hut wished to augment, native labor. The prolongation of the financial crisis might mean bankruptcy. Ife declared that Chinese labor would cost eighty shillings a month. The Chinese would lie confined to the Rand district, would carry passes and be forbidden to trade, engage stilled labor, or own land. Heavy penalties would be provided against both employer and employee ii the Chinese were not repatriated at the end of a term oi three or five ycais. Mr 11. Os Hull insisted that Iherd was native labor sufficient for the needs oi the mines, which were exaggerated. The debate adjourned.

Routor’s Agency states that in the course of the discussion in the Transvaal Legislative Council, the Attorney-General, Sir Richard Solomon, supported Mr Farrar’s resolution. Ho said he was convinced that South Africa was unable to supply sufficient labor for mines. Ho commented upon the untrustworthy nature of expert evidence taken by the Labor Commission regarding Australian mining, since it had been proved the expert was never in Australia.
