WELCOME TO LORD MILNER.

Lord Milner arrived at Johannesburg yesterday, and met with an enthusiastic reception. He was presented with addresses from most of tho towns in the Transvaal. Over seven thousand people attended a welcome at the Wanderers’ Hall. In the course of a speech, Lord Milner said he did not intend to resign during a period of rough weather. The present was the first occasion to any popular extent that the local bodies bad acted together. It was a milostono upon the road to a self-governing constitution.
