REFORMS SUGGESTED
AS THE RESULT OF OBSERVATIONS IN EUROPE AND AMERICA.

An exhaustive interim reP° rt of the Education Commissioners who recently visited Europe and America, dealing with the primary schools, has been published. Amongst numerous reforms suggested are the abolition of the pupu-teacher system and of the employment' of young teachprs
immaturely-educated, and immature in physical and moral development, and wanting in professional knowledge. They strongly recommend a radical change in the system of in. spection, present methods not being framed to meet the demands of a national system of education, but inspectors’ anticipations generally making for a professional education. The training of teachers should be more thorough, and there should be an increase of practical efficiency in education, taking a fuller account of hygiene in the arrangements and improving the equipment of schools. .The development of the kindergarten
system, including the establishment of kindergarten training colleges, systematic introduction of gymnastics, and a line of physical culture in all schools, also manual training, domestjc economy, instruction' in ethics (as in France) are'recommended; and' clergymen should have every facility within the limits at present allowed to give efficient religious instruction. 7 '
