NEW CANAL TREATY.

Panama cedes the United States the land requisite for a canal in perpetuity, giving absolute svereignity over a strip on each side ten miles wide. Panama receives ten million dollars. The canal will be neuUal and open to all nations on equal terms.
Britain’s hesitation in recognising (lie Panama Republic is based on a fear tiiae Colombia will repudiate their foreign debt if deprived of Panama revenues.
Mr Hay suggests that Panama should devote a portion of the eanal money, as its share of the foreign debt-
