Tile keel of the battleship Hibernia (of the King Edward VII. class, has been ordered to be laid down at Devonport, averting the discharge of a large number of workmen. Belgians have obtained a contract to construct the Kaifongfu-Hoanfu-Singapore railway. British syndicates with mining rights in those districts are being persistently blocked by Chinese obstruction. RATE OF DISCOUNT. MELBOURNE, Nov. 17.
The Premier has received a cable indicating a probable rise in the bank rate of discount to five per cent. DAMAGES. MELBOURNE, Nov. 17. The Full Court reversed the decision of the Lower Court in the case of Martell versus the Coal Mines Association, claiming damages far loss of employment at Ouccira. Plaintiff is now awarded £IOO and costs.
- CHINESE RIOTS. MELBOURNE, Nov. 17. Another Chinese riot resulted in two going to the hospital and five to the lock-up. QUEENSLAND PARLIAMENT, BRISBANE, Nov. 17. The Premier states that his policy includes electoral reform, abolition of plural vote, aand extension of the franchise to women.
