By Telegraph—Press Association—Copyright Pekin, Nov. 13. Chinese troops are guarding all passes towards Manchuria. Received 9.20 a.m., Nov. 15 Pekin, Nov. 14. Russians marching towards Shan Saikwan pretended to take a body of Chinese Imporial troops for robbers. A fight ensued. Altogether tliero are now ton thousand Chinese troops at Manchuria.
