The Times Russian correspondents declare that official circlos in St. Petersburg admit that the occupation of Port Arthur and Manchuria is a mistaken policy, with no prospects of the results being commensurate with the vast expenditure. M. de Witte, author of tho scheme, was displaced, and Prince Aloxioff was entrusted with repairing errors. Russia's attempt to obtain an ico-free port in the Pacific has heretofore failed. The unsuccessful attempt to obtain Masampho was duo to the Dalny harbor freezing since a breakwater thore was constructed.
