The Standard’s Berlin correspondent reports that the Czar told tho Kaiser that ho would not declare war against Japan under any conditions. Should Japan want war she must begin it. The Times says Count Lamsdorff’s complaint is that Prince Alexieff's extended powers have dimioished his viows. Count Lamsdorff’s retirement has not been confirmed.
Pekin, Nov. 12.
General Yuanshikai has informed the Throne that he is ready to march 45,000 troops to Manchuria.
