The Colombian force at Panama Isthmus has been withdrawn. The revolutionists released the officers. President Roosevelt has recognised ■the provisional government. Received !L2B a.m., Nov. 8. NEW YORK, Nov. 7The American cruiser Marblehead, the gunboat Concord, and the defence vessels Wyoming and Nero are hastening to Panama. Admiral Glass commands the naval forces at Panama, and Admiral Coghlan at Colons The American policy will bo to protect the Panama Republic, and prevent an attempt to land Colombian troops. | Colombia at first protested to the United States against the encouragement of the insurrection, or recognition of provisional governments.
President Roosevelt earnestly, recommends the Governments of Colombia and Panama to promote a peaceful settlement, adding that the United States was bound, besides by tlrelaty, i)i theinterests, of civilisation, to see that tho peaceful traffic of the Isthmus is not disturbed by ■a constant succession of unnecessary, Wasteful, civil .wars.
