The Daily Mail states that Robert Davies, shipowner, of Menai Straits, has bequeathed £135,000 to be invested in English railway stocks, to the Calvinistie Methodists in Khasi Hills, India. Russia has increased the duty on Indian and Ceylon teas to 35 roubles per pood, differentiating in favor of China. A Departmental conference will shortly be held at the Foreign Office to consider the matter.
Sir Henry Seymour King, a member of the House of Commons, and a well-known Indian merchant, urges the Indian Government to retaliate by increasing the duty on Russian oil. lokio, Sept. 29.
The Japanese progressive party issue a manifesto insisting on the necessity of restraining Russia encroaching on China and menacing Corea. Buda-Pesth, Sept. 29. In the Hungarian Chamber, Herr Franz Kossuth, leader of the Independent Party, dealing with the question of Army Bills, said that while it was impossible to surrender the demand for abrogation of German words of command in the army, he advised a policy of passive resistance and abstention from violence and uproar.
