BOROUGH COUNCIL.
The fortnightly meoting of the Council was held last night, there being present: Tho Mayor (Mr Townloy) and Crs Hepburn, Somervoll, Johnston, Whinray, Lyanar, Miller, Harding, Kennedy. Leavo of absenco wa3 grantod to Cr Morrison. Tho General Manager of Railways wiote in regard to tho request for an additional entrance to the Gisborne railway station, thut ho could not depart from tho decision conveyed in tho letter of July 9th, adding : “ Tho Department has a strong objection to moro than one passonger approach _to railway stations generally, and the saving in distanco which would bo gainod by granting the additional entrance as desired in Gisborne is not sufficient to justify any departure from the usual practice.” The Mayor said this was the third letter on the subject. Cr Hepburn said that tho rule referred to was not adoptod in Auckland and othor places. The letter was received.
Correspondence in regard to what was done in other towns in regard to town clocks wa3 read. Tho Town Clerk at Napior wroto that £8 por annum was paid for winding, etc., but tho clock was not lighted at night. Invercargill residents had originally contributed £250 towards their clock ; thoy paid £25 per annum for maintenance, and lighting cost from £OO to £6O, according to tho gas consumed. Ashburton had agreed to pay cost of maintenance and lighting. Half tho cost of tho clock had been collected from Ashburton residents 15 months ago, but thero was no prospect of the clock being placed in position for another six months. Wellington Council did not pay towards the cost, or of maintenance or lighting. Tho Mayor : We are getting information, Ho thought thoy should wait until they got roplies from Hawera and Masterton.
Cr Lysnar thought thoy should have their application on tho system in Wellington. Cr Kennedy said he was afraid they had no hope, as it would be taken as a precodent for other places. It was decided to leavo the matter in abeyanco for the presont. Mr G. H. Norris, agont for the New Zealand Accident Insurance, wrote notifying the Council that its public risk policy oxpirod on October 1, and ho asked for a renewal of tho policy.—Agrood to.
THE ABATTOIRS. Tho Secrotary of tho Department o* Agriculture wroto stating that the plans o* the proposed public abattoirs submitted by tho Council’s architect bad been approved by tho Minister for Agriculture. A RIGHT-OF-WAY. Messrs Nolan and Skoet forwarded a plan of tho right-of-way granted to tenants of sections 31 and 32, «and asked the Council’s consent to tho same as providod by section 227 of tho Municipal Corporations Act, 1900.—Approved. SHEEHAN STREET.
Mr J. C. Nisbett wrote referring to an offer ho had made in conjunction with Mr Jumes Robb, of £2 each towards the cost of boarding tho rivor bank at the end of Sheohan stroot. As nothing had yet been done, the offer was again brought before the Council, and would bo withdrawn if the Council did not decide to do the work within a reasonable time. The writer added that tho bank was falling considerably at tho end of the street through the defective shoot carrying away tho flood water from the street. He estimated tho coat of the work at £7 or £B.
After some discussion, Cr Kennedy proposod, and the Mayor seconded, that tho work bo done on condition that tho •Council paid not moro than a fourth of the cost, tho total cost not to exceed £l2.
OVERSEER’S REPORT. In his report the Overseer stated that tho work of forming and gravelling Peel street had been pushed forward, and the quality of gravel had been kept up to a very fair average. About four and a half chains of the river bank and footpath had been fenced off from tho road. This portion of tho bank had been sown in grass, and trees planted. A thousand feet of timber had been ordered for repairs to Kaiti bridge. This amount was not sufficient for the requirements of the bridge, but only as a test of its quality and suitability. The bridge would require constant attention, tho estimated cost of repairs being £lO4. The tender of Rodgers, Groaves and Co., for 500yds of Patutahi metal at 8s lid, was accepted, the Council agreeing to take 1000yds if the price was reduoed 6d per yard. Cr Lysnar urged that 200yds of Kaiti stone should be obtained.
It was agreed to got tho Kaiti stone in addition to tho Patutahi metal. On the motion of Cr Miller, it was decided to get the opinion of the County Engineer as to the quality of the metal obtained at the Island. Cr Miller stated that he had been informed that the metal was of excellent quality. On the motion of Or Somervell, seconded by Cr Kennedy, it was agreed to impound all horses running in the Recreation Ground, other than those which were the property of the Council. INSPECTOR’S REPORT.
In his report the Borough Inspector. reported I havo been inspecting in various parts of the Borough, and find most of tho places in a satisfactory condition of cleanliness. Mr Hart, who was living m one of tho Borough cottages, next to the pound, has left the house, which is in a very bad condition, the floors and foundations aro completely gone, and it would require moro money to make it habitable than tho houso is worth. I would recommend your Council to either sell the placo for removal, or havo it taken down, and any parts that are good could be reerected for a shelter shed for horses at the depot, as there is one required at that placo for tho dust cart horse to feed in, Health roport: There havo been no cases of infectious diseases reported in the Borough for sis weeks except measles, which are very prevalent in the district at the present time.
