Mr Black, member of tho House of Commons for Banffshire, intimated that he had had correspondence with Mr Chamberlain whioh contended that Sir Wilfrid Laurior’s informal negotiations with the Gorman Consul at Ottawa showed that Canada was willing in return for sufficient concessions to givo Germany tho samo preference as Britain, proving that Mr Chamberlain’s colonial reciprocity scheme was untenable without the colonies surrender a large part of their fiscal independence.
