PLAIN TALK TO BULGARIA.

Sofia. Sept. 23,
Counts G oluschowski and Lamsdorff have informed Bulgaria that in the event of war with Turkey it will be localised, and the status quo maintained at the conclusion, when the reform scheme will bo resumed. They admitted Turkey’s right to mass troops on the frontier. Count Goluchowski considered that tho slaughter of 2000 Macedonian peasants did not warrant the complaints that Turkey was sent on extermination of tho race. Germany concurred in the announcement of Austria and Russia, while England and Italy have not replied. Franca is guardedly. sympathetic, M. Delcasse undertaking to submit tho Bulgarian appeal to the Cabinet.
St. Petersburg, Sopt. 23. Admiral Skrybdoff holds the whole Russian Black Sea fleet in readiness for emergencies. Constantinople, Sept. 23. Two Turkish generals and three colonels have been arrested for allowing a inassacro of Greeks at Kirk, Killsse, and Monastir. Bonstian Pasha was similarly court-martialled for allowing the Krusehevo massacres.
