WHO HAS TO PAY ?
'(To the Editor Gisborne Times.
Sir, —In to day’s Times Mr Lysnar shows what the total amount of rates payable upon a town property of the rateable value of £SO will be, but I think he has considerably understated tho amount. Mr Lysnar showed that the harbor rate, amounting to Is in tho £, is £2 10s, present borough general rate Is 9d, service rate £SO at 7 per cent £3 10s, special rate for interest 2s 2d £5 Ss 7d, supplementary o.]-d, or a total of 6s 9jd in the £, or £l7 17s 6d upon a property or a capital value of about £SOO, which is equal to the £SO ratoable value. Mr Lysnar has, however, omitted several items of expenditure as ooi per cent will be required to be added for connecting fee, hose for garden, stables, and sanitary conveniences. There will also be the cost of labor in connection with the water schemo, engineers, overseers, men to turn the water off and take meters, aud clerical staff. Have we any guarantee re reduction in insurance ? I thiuk not, for as far as my enquiries go insurance agents inform mo that thero is not likely to be a reduction. In view of the above is it safe for us to venture upon so doubtful a scheme as Wnihirere ?—I am, &c., Accountant.
