THAT PLAN.

(To the Editor of the Times.) Sir,—At the meeting of the Council on Tuesday night, as reported in your columns, the Mayor expressed his willingness to sign, on behalf of the Council, a plan indicating the portions of the borough for which provision for reticulation had been made in the present loan proposals. This willingness was expressed after I had challenged His Worship as to the aocuracy of the plan used at the last poll, and again being used for the fresh poll. His Worship said he would meet me at the Council Chambers for the purpose of signing the pian to day (Wednesday). I attended at the Chambers, and was much astonished to receive a message through the Town Clerk that the Mayor declined to sign the plan.

I again challenge His Worship to keep his promise to sign that plan on behalf of the Council, and if he does not do so in an official manner I will ask the committee which is making use of the plan to cease doing so, as it is only misleading the ratepayers, for the plan is not accurate. The fact that His Worship has gone back on his promise publicly given is fair proof that he himself now acknowledges the plan to be inaccurate ; otherwise, with or without a promise, he should have no objection to sign it. I might explain that the promise to sign was given by His Worship after I had tabled a motion in the Council that an official plan, properly authenticated, should be prepared, showing the ratepayer clearly to what portions of the borough the reticulation for water and drainage would be extended out of the proposed loan.—l am, etc., W.
