RUSSIA’S PREPARATIONS. NIUCHANG RAILWAY. By Tolegraph—Preaa Association— Copyright London, Aug. 27. Tho Standard's Berlin correspondent asserts that 45 Russian warships, with aa» guns and 13,820 men aboard, are in the Far East. Two battleships and threo cruisers are voyaging on the Pacific. Permission to pasß the Baltio North Sea canal has been granted for ten Russian torpedo boats bound for the Far East. Pekin, Aug. 27. Tientsin reports that China is desirous to sell the Niuchang railway, which is a commercial failuro. It earned only sixty thousand dollars in July, while the mortgage and interest amount to one hundred and ten thousand, apart from working expenses. Thore is a prospect of Russia absorbing the line.
