Diplomatic circles here attribute the devastation in the Monastir vilayets to the indiscipline, rapacity and fanaticism of tho troops. The commanders wore powerless to control them. Tho Czar’s visit to Vienna is expected to mark a new stage in reforms, and transfer tho latter to European hands. Precautions aro being tuken to secure his safety in Constantinople. London, Aug. 27. Tho Times’ Vienna correspondent states that the Porte is about to notify the Powers that Turkey will prove that Bulgaria is supporting the Adrianople rising, and that the Porto must decline responsibility for conscquencos. Telegrams published by tho Times and Daily Nows hint that King Peter will possibly yield to military declaration and lead a warlike movement, believing a raid on Macedonia will cost little. Tho sixth regiment is eager for war.
Berlin, Aug. 27. Tho National Zeitung, in an apparently inspired statement, says that Austria, Russia, and other Powers firmly supporting them have addressed Turkey, making urgent demands to suppress the insurrection in tho soonost possible time.
