THE ROYAL ARTHUR.

It is understood that the Royal Arthur is under orders to proceed to Singapore. Thero is a good deal of speculation as to her mission. The opinion is expressed that a conference is to take place betweon the Admiral and the Commander-in-Chief of the China aud East India squadrons.
