O’Connor has been instructed to warn the Porte that Mr Balfour’s recent “ balance of criminality ” speech was purely Parliamentary, and designed for the purpose of exoteric debate..' The Daily Chronicle’s Vienna correspondent reports that Z'inovidf’s note to the Porte demanded strong official censure, and condemned the laxity of permitting Turkish excesses. It adds that Austria and Bri-
tain have supported Russia. Sir N. O'Connor has produced British Consul’s telegrams, showing
that the situation in Armenia is almost desperate. CONSTANTINOPLE, Aug. 20. There are one hundred and seventy thousand Turkish troops, all in arms in Macedonia, costing £170,000 per month.

It also states that Zinovieff explained that the despatch of the Slqjuadron did not imply hostility to Turkey, hut was as a demonstration intended to hasten the acceptance of the application of the Russian demands.

The arrival produced a deep impression in Turkish official circles, although the demonstration is interpreted in some quarters, Vienna and elsewhere, as dirocted equally against Bulgaria. Brussels, Aug. 21.
Tho newspaper Independence Beige states that tho Powers have agreed to suppress tho revolt, and apply reforms through Russia and Austria, operating respectively on sea and land, Italy oxercising surveillance of Albania. After peace is restored the Powers will withdraw.
