Count Alesieffhas been appointed Viceroy in the Ear East, the Vicerovalty comprising the Amur province, Kwantung territory. He will be entrusted with supreme authority, including command of the fleet and troops, and diplomatic relations with neighboring States. The Czar's Committee is intended to ensure harmoDy of the Viceroy’s arrangements and the Ministry’s general policy. j
