A number of managers at Baku attribute the strike to the reduction of wages, and blame the wholesale exporters for imposing an oppressive yoke on the smaller merchants. The Minister of the Interior believes thero are 40,000 strikers at Baku, 50,000 at Kieff, 80,000 at Odessa, and that they are the vanguard of a vast secret association.
