Reuter’s Pekin correspondent states that Russia has pronibited the exportation of Manchurian wheat, fearing tnat Japan is extensively importing witu a view of war.

Baron Constant, interviewed, stated that Great Britain and France were ready to sign in favor of an Arbitration Convention on the lines of the one that Britain negotiated with the United States. Tney are also ready to favor the working of the Hague Tribunal as the prelude to the settlement of old difficulties and the limitation of armaments which is certain to follow.
