An offer has been received at Johannesburg from Hong Kong to supply 200,000 Chinese laborers for the Transvaal mines for a term of five years at 75s 6d per month, which includes food aud wages. Lord Milner has asked Mr Chamberlain to induce the Government of India to allow the Transvaal to import 10,000 Indian coolies for railway works in South Africa, on condition that Ihoy are returned at the expiry of the indentures. Mr Chamberlain replied that it was necessary to ascertain public feeling. It was improbable that India would agree unless the statutes concerning Asiatios in force in tho Transvaal were improved.
