BOROUGH COUNCIL
An ordinary meeting of the Borough Council was held hint night, there being present: The Mayor (.Mr Townley), and Crs Morrison, Lysnar, Somervell, Jone 3, Johnston, Hepburn, Miller, Wbinray. SEALED PANS.
Tho manager of the Galvanizing Works, Auckland, wrote as follows: —“ Referring to the conversation our representative had with you the other day in connection with our patent sealed pan, we iiave tuado arrungeinenta for supplying the ratepayers at 8s Gii per pan, thiougij the local plumbers. Tho pans we win deliver at the Gis borne wfiarf at 6s 6d each, the hds ut 2s yd each. We will be glad to receive instructions at your curliest convenience, to enable us to make the necessary arrangements for supplying.” In loply to Cr Jones, the Mayor said that all plumbers would be able to obtain them for sale. In reply to Or Hepburn, he said the borough, lie assumed, would own tho lids. The price to ratepayers would bo the same as the present pans.
Dr. DeLisie, District Health Officer, wroto urging that tho pans mentioned be adopted. Alter some discussion, Cr Lysnar moved and Cr Morrison seconded, that tho pattern of pan (according to sumpie) be approved, the Inspector to approve of each pan. To ensure the public being protected, tho Sanitary Committee was instructed to arrange for a proper contract with the makers. RAID WAY A f‘BROACH.
The Engineer in charge of the railway (Mr Armstrong; replied to a letter from tho Council in regard to a Groy street ontrunce to tho station. The letter had born forwarded to headquarters, with Mr Armstrong’s favorable comment, and no doubt action would be taken in due course. KAITARATAHI GRAVEL.
Mr J. A. Nicol, who bad just completed a contract for tho delivory of 800 yards of Kaitaratahi gravel for tho Taruhoru Road Board, offered to supply Kaitaratahi gravel to tho Council at 4s 9d per yard, at Grey or Reel streets, or adjacent streets. Councillors thought tho price too high. Tho Mayor said ho had conferred with Mr Carroll on tho subject, and hoped to get it cheaper. Cr Lysnar said Government were allowing concessions all ovor tho colony and putting it on to Gisborne. Tho matter was deferrod until a reply was received from the Department. WORKS COMMITTEE.
Tho Public Works Committee reported : —” Your committee have to report to tho Council that a meeting was hold on Monday afternoon, Ist June, 1903, when various footpaths in the borough wore inspected. Theovorseer was instructed to form tho Esplanade footway from Groy street to the end of the township as soon us possible, and also to put a handrail at tho approach to tho Grey street bridge. In regard to the Ohildors road footpath, your committee askod tho overseer to effect such slight repairs as were absolutely nocossary. Cook street lamp : The site for this lamp was selocted on tho north sido of Aberdeen road, almost in a lino with tho centre of Cook street. A carrier having removed soil from Derby street, tbo ovorseor was instructed to make him reinstate the same with sand. A general instruction was given to the overseer to repair any footpaths that happened to get in an impassable state.” The report was adopted on tbo motion of the Mayor, seconded by Cr Jones.
INSPECTOR’S REPORT. Tho Inspector, Mr J. R. Little, reported as follows : “ biuco your last meeting I have been inspecting in various parts of the borough, uud find most of tho places in a favorable condition of cleanlioess, I have notihed all owners of property fronting Gladstone road re fixing spouting to their veraodubs, uud tho owners have oithor complied with notification in having spouting fixed, or will do so as soon as
possible. “ Mr Tier, who is in charge of the nightsoil, has been laid up in bed since Sunday
with an abscess in the leg, but a substitute has been found who is carrying on the work satisfactorily. “ Mr J. Constable, plumber, from Napier, heuring that water and drainage was likely to bo established in Gisborne in tbo near future, brought up with him a silent, valveless ilushiDg tank for water closots, for which he is tho patentee, for exhibition to any of the citizens who wished to see it in working order. A good many availed themselves of the opportunity, and were well satisfied as to its efficiency and situ-
plicity of construction. “ There have been no cases of infectious diaoaaes reported in tho borough during tho last month.’’ Tho Mayor spoke highly of Mr Constable's patent, which he said was a great improvement on the old style. It was silent, and gave a very effective flush, and altogether was a very good article.
OVERSEER’S REPORT. Tho Overseer (Mr Morgan) reported Since your last meeting the work has been principally confined to repairs of a general character, patching the roads and repairing formation. It will be seen that repairs must of necessity be urgently required, when up to the present there have been about 200 loads of mud taken off Gladstone road and Lowe street. This is in addition to the great quantity of dust taken from the road in the summer months. Naturally, this takes a good deal to keep up. About 120 loads of mud have beon takon off tho road from Cobden street to Roebuck road. This mud has beon used in repairing tho formation of Carnarvon street, south of Gladstone road, and Cobden street, south end. This end of Cobden street has been very much in need of alterations, tho open crossing near Mr Carroll’s gato boing daugerous, and much complainod of. I have put in a culvert, and filled in tho roadway. Childers road : The repairing of the footpath recommended by the Public Works Committee in this road has boon dono, together with the repairing of the road. I have extended the outlet drain at tho end of Gladstone road to the now wharf, with a box culvert. Explanade road : No work has beon dono on this road since last mooting. The freezing company have now completed their excavation works, and all available earth is now put on tho road, Tho road will require trimming up and metalling. It would bo most desirable if any regulations nro to bo carried out with this road that it bo dono before the works proceeds. Dorby street ; Sand has been carted back to this stroet for soil taken. I havo had tho <>reatcr portion of the sand put in tho centro of the road in the lower part that tho street might benefit thereby. In reply to Cr Jones, who asked why tho Recreation Ground ombankment was not being gono on with, tho Overseer said tho first contractor had thrown up tho work, but it had now been re-let.
RATES
On the motion of the Mayor the usual rates were used.
TREES.
Cr Jobnston was given permission to cut down i tree, which he is to replace by a younger tree. LAMP FOR GREY STREET.
Cr Morrison moved that a lamp bo placod near the Grey street bridgo, and ho spoko strongly in favor of it. Though tho gas mains wero not yet thero, the company would extend the lino for £l4, and if necessary take it over again at valuation when the mains reaehod tbo bridgo. Tho residents of Victoria township wore paying £6O a year in rates. Cr Hepburn seconded the motion. Land in Victoria had recently gone up from £5 an acre to £2OO an acre. Cr Jones: Moro than that. Cr Hepburn said ho was going under the amount. Many people wore now living there ; four other houses were now being built, and it was essentially a place that should have a light. Cr Somervell said it was certainly a place where there should be a light. He did not think there was anything in the re-taking over of the mains. Cr Jones was in favor of the lamp, butthought they should be careful as to laying pipes. Ho would like to see a light at the footbridge. They should appoint a email committee to go into tho subject; in fact the whole question of their arrangement with the Gas Company .should be gone into, He (suggested that Crs Hop-
burn and Morrißon, and the Mayor should be a committee to obtain information.. Or Morrison said that he bad gone into subject with the secretary of the Gas Company, and the price stated was the bedrock one tne pipes could bo laid at. Cr Whinray supported the suggestion cf Cr Jones, and Cr iiuinervell said ho would second it as an amendment. j In reply to Cr Jones, the Mayor said j that the Company reduced the gas as it was reduced to the general public. 1 Cr Jones : But not a 3 the number of lamps increase. 1 The Town Clerk : They talk of raising the price per lamp; they say they cannot attend to lamps as cheap up as high as j Cook street. Cr Miller : They are doing very well as compared with the prices in other places. It was stated that at Napier the price was JE3 per lamp. Cr Jones said that some day they would wake up and get the natural gas in. The Mayor: Well, try it for this. (Laughter.) The motion in favor of the lamp was > carried unanimously. WATER AND DRAINAGE. In reply to Cr Whinray tho Clerk said that he had replied to tho Whataupoko Road Board ofloring to meet them at an appointed time, but no reply had yet been received. The Mayor moved, and Cr Jones seconded, that the next meeting of the Council he u special one for the purpose of approving and passing the proposals in connection with the .£75,000 loan at 4£- per cent, prior to them being published in accordance with the Act. Cr Johnston suggostod that in the meantime the Einanco Committeo go into the fionnu,
Cr Jones said that should be a special committoe. Cr Lysnar : Cr Johnston is desirouß of throwing on to the Finance Committee the responsibility that the Council should tako.
Cr Johnston said they had nothing to do with what the old Council did ; the Finance Committee of the new Council should go into it. Cr Jones said previously the thing had been done by the whole Council, and not the Fmanco Committee. Cr Whinray said that Cr Johnston now seemed to be coming round in his views. He had shaped well the other night, but had baulked at the critical time. (Laughtor.) Tho whole thing seemed to be in a muddle. Tho Mayor said that he had not .asked for a committee in moving the motion. Cr Lysnar said they could not adjust tho finance until they had settled the schorno. Cr Jones : They were settled long ago. Cr Lysnar said they had not been. How could they borrow tho money until they did ?
Cr Miller: Borrow it on tho dam. (Luughter.) Cr Whinray said tho dam might go like tho one mentioned in the papors recently." After further remarks the subject was dropped.
