.Sir, —I have read Mr Lysnar’s letter in Tuesday's Times in regard to the above subject, and desire your permission to reply to the remarks affecting myself. Mr Lysnar iu his let ter says : “ All the columns of matter which have been published from time to time have been merely the supporters of Mr Mustayer’s schemes trying to defend that gentleman and his schemes from attack for they seem to think it is beyond their power or duty to in any way question the schemes in any detail ; and one Councillor has gone so far as to say 'at the Council table that lie does not feel qualified to consider Iho report in any point. This being the position, it is essential for the ratepayers, before voting again on these important questions to thoroughly understand and consider the position themselves.” If Mr Lysnar will so misconstrue the remarks of one of his brother Councillors, how much more so will he misconstrue the report of Mr Mestayer '! What I said at the meeting was that I did not consider myself, or any of the Councillors, capable of criticising Mr Mestayer’s scheme in detail ; but, if the Engineer were present, he could answer all the questions that Mr Lysnar might care to put to him. I am perfectly convinced in my own mind that’ there is no member of the Council capable of arguing or cutting up the scheme in detail without the Engineer being -present. If Mr Lysnar is so dense as not to be able to properly interpret the remarks of members of the Council, how much more is there a doubt that he is wrong in his present ideas. —I am, etc. T. MORRISON,
