A court-martial convicted nine officers of the 21st Lancers stationed at Dublin for ragging Lieut. Willows, a colouial, for not joining in amusements. Tho commanding officer was blamed for an orror of judgmout. One major was ordered to resign. Another, with two captains and four lieutenants, was censured and tbeir promotion stopped.
