Mr Napier Bell has a strong barraeker in the Wairoa Guardian. Dealing with Mr Bell's report on the river works the Guardian says : As the question stands, however, we have a report by the greatest living marine engineer in Australasia; that engineer has told us what we may or may not expect his scheme to do for us, and it is our duty to adopt it as a whole, or publish to the world that we are content to remain here the rest of our lives “ cribbed, cabined, and confined," because we have not sufficient business acumen to perceive that ,£20,000 spent now would in all human probability usher in a long de. layed era of progress. At all events, whatever else the meeting may demonstrate, we trust it will show this, that the district does not pretend to own an amateur engineer equal to the task of setting himself up in opposition to Mr Napier Bell's engineering abilities.
