Admiral Dewey, in the course of an interview, said that the United Statc3 navy was the greatest in the world because everybody counected with it was a inau of intelligence and knew what to do at the right time. The German navy was an entirely different organisation of human materials. Its efficiency was greatly overestimated. The men did not compare in education or intelligence with Americans. They looked to and depended on the officers for specific instructions in the least matter. The American manoeuvres in the Carribean Sea was tho groatest I object lesson tho world had 6een, and a I lesson especially to tho Kaiser. The fleet I consisted of fifty-four warships, including I colliers. It was impossible in all Germany to bring a fleet able to fight such an I aggregation. Tho authorities in Washington have not 1 taken notice of Admiral Dewey’s remarks, 1 hut expect protests from Berlin.
