CONTRACT V. DAY LABOR.

(Per Press Association.) Wellington, last night. Boferring to the Trade and Labor Council’s protest against street-blocking being done by contract, the Mayor explains that it does not necessarily follow that the work will not eventually be carried out by day labor, because of the action taken, but it must be a matter of considerable satisfaction to the Council, and also to citizens, if on receipt of fresh tenders it is clearly expressed that the city engineer’s estimate (having in the meantime been carefully reconsidered) is sufficient for the work, and that the contractors are unable to approach the figures. In such circumstances the Council could not possibly take any other course than carry out the work themselves, whereas if an outside contractor, upon review, quotes a lower figure than the estimate of the city engineer, it will then become a matter for the consideration of the Council whether the apparent saving will be sufficient to induce them to accept the tender. Kepresentatives of the Melrose Borough and City Council have attached their signatures to an agreement embodying terms on which the two bodies agreed to amalgamate and constitute a Greater Wellington.
