SOME INTERESTING STATEMENTS

London, March 21
Responding to the toast of his health at a luncheon at the Mansion House, Mr Chamberlain said that a new conception of Empire, voluntary organisation based on community of interests and sacrifices, must be infused into the colonies. This gospel must be pleached from colonial pulpits. Worse employment might be found for Secretaries of State tramping the globe preaching the doctrine of the Empire’s imperial mission. Mr Balfour said that the South African tour was Mr Chamberlain’s own concep tion, and justly deserved the blessing of pronounced peacemakers. Received 4.52 p.m., March 22.
The Spectator says that the Admiralty policy regarding the colonies is radically bad. Statesmen grumble because the colonies are apathetic, yet will uot allow them to make a contribution toward naval preparations, which they are willing to to make. If statesmen ceased dinning into the ears of the colonies that only cash contributions are worth having, and contributions in kind are worthlesss, they will soon find the colonies raising naval reserves from their seafaring populations, and equipping small local squadron.s
