IMPORTANT RECOMMENDATIONS

The Naval Rosorves Committee recommends that when extra ships are commissioned beyond the usual proportion of those held in reserve during peace time part of the complement ho reservists vo. - f uuteeriug for a year, emoluments to ho equivalent to the emergency. Thus tho proportion of the crews on uctivo service for reserve ships would not be reduced. The Committee further recommends a moderation of tho restriction that would result iu better enrolment of seamen. It proposes that tho minimum reserve bo 61,260, and adds : It is dcsirahlo that the colonies in a position to do so should give tlie Navy in war time assistance similur to that given to tho Army. It suggests that in the event of colonial naval reservos becoming a largo portion of tho complement every ship on foreign stations should always consist of colonial reserve mou, but the need of a reserve of colonial stokers is far more pressing than a roservo of seamen. Reserves should ho at tho disposal of admirals commending in tlie waters oi the Pacific. The Committee concludes by stating that tho colonies would bo easily accessible by ships stationed in tho Pacific, and should specially be oncourouraged to establish reserves.
