Austro-Russian reforms in tho Balkans have been submitted to the Vizier. They deal exclusively with administration and equitable collection and application of taxation. They do not raise Imperial, racial, or sectarian questions. The Sultan has thanked Prince Ferdinand for arresting tho Macedonian committees.
