THE OPENING.

Ho hoped Britain would heartily support tho scheme Austria and Russia wore preparing on behalf of tho Powors. Mr Chamberlain's tour had been attended with tho happiest results. Although the Estimates had been framed with a view to economy, tho needs of tho country and Empire rnado a largo oxpendituro inevitable. Tho Earls of Roxburgh and Leitrim in tho llouso of Lords aud Mossrs Grotton and Grcvillo in tho House of Commons, moved and seconded tho Address-in-Roply, which was debatod in a discursivo manuor. There was no indication, except on the question of army reform, that tho dobato will ho protractod. Mr Macnamara moves tho amendment to tho Address in-Reply, urging immediate legislation to remove hardship caused by tho lack of workmen’s houses.
