MELBOURNE NEWS. Melbourne, Feb. 17. An Antarctic disturbance has now produced wintry conditions. Heavy rain is falling throughout the State, as much as two inches having fallen in places. Tho ranges are covered with snow. Mr McKenzie, after the enquiry, underwent a surgical operation. The doctor forbids him to contest tho election, and ho has therefore retired. Tho Governor-General has received a petition from representatives of the Protestant body requesting that steps be taken to investigate Cardinal Moran’s charges in connection with the British naval operations at Samoa.
