THE END IN SIGHT. By Telegraph—Press Association—Copyright Now Y'ork, Feb. 9. Each of tho blockaders has drawn up two protocols. The first refers to the Hague Tribunal the question of soparnto treatment aQd stipulates that when Mr Bowen signs it the blockade shall bo raised. The sum of £SOOO is accepted. Tho second deals with the manner of adjudicating claims and administering Customs. Mr Bowen suggests several changes in tho German and Italian protocols, and accepts tho British except in slight details.
