PANAMA CANAL. (Received 5.1 t) p.m., January 25.) WASHINGTON, January 21. The* Panama Canal treaty has been referred to the American Senate’s Foieign Relations Committee. 11 provides that. America pays ten million dollars in gold, and thereafter an annuity of a quarter of a million dollars ; and instead of Secretary Hay’s offer of a hundred thousand dollars for a lease, one and six miles wide bordering the canal, America is given the right to protect, by military force such zone, if Colombia is unable to do so. The treaty provides the lease of the canal for a century, renewable at America’s option, Colombia, however, to have a voice in that matter. The control of the waters from Colon to Panama is vested in America, in order to ensure the working of the canal, and America’s extra territorial jurisdiction in regard to streams pertaining to tiie canal is to he unquestioned. The port dues go to America in consideration of the payment of the annuity.
